after some investigating I realised it was a request my phone sent to my carrier requesting a app purchase through Google Play. I remember I tired to do this just to see but because I'm prepaid the app couldn't get billed to my account. So not spy ware just another unknowing permission Google Play has over all of us.
This number is a robot probing you for your personal identity details. Really its an algorithm that generates increasingly sophisticated versions of itself. Originally linked with known dangerous cyber criminals. I know because I podcast the story after tracking them online and finding them, they answered my email! All my personal details stolen. Unsafe
